The City of Larkspur has a vacancy in its Finance Department. We are seeking qualified and enthusiastic candidates to join our team. The budget authority for this position allows it to be filled be either a full-time Accounting Specialist or a part-time Accountant.
The ideal candidate has several years of experience performing a range of accounting activities preferably in public agencies and/or municipal government, or comparable education and training. As part of a small, flexible team, the ideal candidate is able to work independently and take responsibility for Finance Department activities. Along with solid fiscal knowledge and skills, ideal qualities include outstanding oral communication skills, adaptability in the work environment, and a continuous learning approach. Excellent interpersonal and computer skills are key qualities for success in this position. Job offers may be made at either the Accounting Specialist or Accountant level, depending on candidate qualifications.
REPORTING TO THE FINANCE DIRECTOR, THE SELECTED CANDIDATE WILL
:
Accounting Specialist - (full-time)
Prepare and process accounts payable
Prepare and process payroll
Maintain and reconcile financial databases and recordkeeping for benefits, compensation and quarterly reports
Provide employee benefit orientations
Handle daily business of one or more areas of Finance Department activity
Provide technical direction to customer service staff
Communicate with employees and outside agencies
Prepare spreadsheets for audits
Accountant - (part-time)
Perform full range of accounting and financial support duties
Assist in preparation and maintenance of City's annual budget
Prepare balances, journal entries, and reconciliations of general ledger, journals, accounts and other records necessary to control fiscal operations
Coordinate periodic closing of records
Audit departmental budgets and revenues, expenditures and fund balances for accuracy and budgetary control
Coordinate City-wide purchasing and monitor adopted policies and practices related to authorized limits, approvals, processing and formal bidding
Prepare journal vouchers for revenue and intra-fund expenditure adjustments
Monitors accounts, records and reports financial transaction for assigned funds and City departments
Reconciles bank statements
REQUIRED QUALIFICATIONS INCLUDE:
Accounting Specialist
: A typical way of obtaining the required qualifications is possession of an Associate's degree in Accounting or related field, and at least three (3) years of progressively responsible experience in financial and statistical recordkeeping work, including experience with payroll and benefits administration activities. Experience performing fiscal recordkeeping or accounting work in a government finance environment is highly desirable.
Accountant
: A typical way of obtaining the required qualifications is possession of a Bachelor's degree with major coursework in accounting, finance, business administration, or closely related field, and at least four (4) years of progressively responsible experience performing professional accounting. Experience performing accounting in a public agency is highly desirable; as is a Master's degree in finance, accounting, public, or business administration; and/or qualification as a Certified Public Accountant (CPA).
Candidates must pass a physical examination as established by City policy.
Candidates must show proof of citizenship or eligibility to work in the United States.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
